From the 24th of February to the 1st of March, Jia Bingjun, the Director of the International Business Department of China Datang Corporation, along with his roles as the Chairman and CEO of China Datang Overseas Investment Co., Ltd., was in the company of Tao Yunpeng, the Chief Accountant of China Datang. Their mission encompassed visits to Laos and Thailand and Hong Kong for the purpose of examining the preparatory works for the construction of the Pak Beng Hydropower Project and to facilitate the advancement of the project's financing.
Accompanying this inspection were Liang Yongpan, Assistant President of China Datang Corporation, Deng Huimin, Director of the Finance Department, Zhang Chao, Deputy Director of the Engineering Department, along with Fu Qing, Chief Accountant at China Datang Overseas Investment Co., Ltd.

Tao Yunpeng engaged in discussions with Sheng Hetai, Vice Chairman, and General Manager of the China Export & Credit Insurance Corporation in Luang Prabang, Laos. Tao Yunpeng articulated that the foundational basis for collaboration between both entities is robust, expressing an aspiration to intensify cooperation surrounding key "Belt and Road" connectivity projects, thereby better facilitating the nation's high-quality development and elevated level of international openness.
Jia Bingjun provided an overview of the Pak Beng project, emphasizing that since the inception of China Datang Overseas Investment Co., Ltd., the development of numerous overseas projects has been substantially supported by China Export & Credit, culminating in a close cooperative rapport. He expressed a desire for both parties to foster further innovative ideation and pragmatic cooperation to collectively achieve greater advancements.
Sheng Hetai comprehensively acknowledged the long-standing close collaboration between the two sides, indicating that China Export & Credit is diligently examining the pivotal overseas projects of China Datang. Tao Yunpeng visited the project dam site located in Pak Beng County, Oudomxay Province, and Meng En County, Sainyabuli Province, Laos, along the Mekong River. He extended his regards towards the cadres and employees from China, Laos and Thailand and conducted inspections for the geological and hydrological surveillance, the foundational aspects of the dam site, material field planning, construction arrangement, and progress scheduling. Mr.Tao received briefings from Pak Beng Power Co., Ltd. and the project designers, thoroughly affirming the decisions regarding the dam site selection, preliminary water level monitoring, material field planning, and power transmission line arrangements. He underscored the importance of embracing a vision that prioritize the nation's interest, undertaking preparatory works with a high degree of efficiency, efficacy, and quality; highlights the criticality of seizing essential links and junctures, fortifying overall coordination, and meticulously finalizing foundational design among other key tasks; adheres to the "two not exceed, three zeros" principle, ensuring foundational safety in construction, quality management, and technological innovation; exhorts the cultivation of an ethos of "excellence", striving for benchmark enhancements, advancing corporate governance, and promoting a culture of safety and civility in on-site construction practices; accentuates the priority of development, in-depth cultivation of the Lao market, with the objective of establishing a premier energy enterprise in Laos.
Jia Bingjun distinctly delineates the forthcoming pivotal tasks for the project's progression, probing into the local solar resource specifics. Tao Yunpeng visited Vientiane, Laos, and met with Lao Deputy Minister of Energy and Mines, ChansaVath Bounpha. He introduced the recent development of China Datang Corporation and expressed that this year marks the beginning of a new five-year action plan for implementing the China-Laos community with a shared future. He hoped to deepen pragmatic cooperation between the two sides, promote the formation of a new high-level energy cooperation pattern, and support the green and sustainable socio-economic development of Laos.
Jia Bingjun introduced the international business and recent development and planning of China Datang Overseas Investment Co., Ltd., as well as the progress of ongoing projects in Laos. He stated that China Datang has a good cooperation foundation with the Lao government in the energy sector. With the Lao government accelerating the development of clean energy, he hoped for in-depth communication and docking between the two sides, aiming for high standards, sustainability, and public welfare as the goals. This effort seeks to deeply connect with the Lao energy development plan, further expand cooperation in the energy sector, and promote the in-depth and pragmatic cooperation between the two countries in energy sector.
ChansaVath introduced the development and planning of the energy sector in Laos, stating that China Datang is one of the world's leading electricity producers and suppliers and an important partner of the Lao energy industry. He hoped that China Datang would continue to expand its business development in Laos, and the Ministry of Energy and Mines would strive to provide services and support to ensure the successful development of China Datang in Laos.
On the same day, Tao Yunpeng met with the General Manager of Electricite du Laos (EDL), Vongsakoun Yingyong, in Vientiane. Tao Yunpeng said that China Datang and EDL, as central enterprises in the energy and power industry of China and Laos, could deepen cooperation and complement each other's advantages. This would help to enhance Laos' competitiveness in the power region and support the development of the national economy of Laos. He hoped that both sides would further strengthen contacts and coordination, and promote the deep and pragmatic construction of the China-Laos community with a shared future.
Jia Bingjun introduced the recent development and planning of the group's international business and China Datang Overseas Investment Co., Ltd., as well as the development of projects in Laos. On February 27th, Tao Yunpeng undertook an inspection visit to the Electricite du Laos Transmission Company Limited (EDL-T), a subsidiary under the auspices of China Southern Power Grid, extending his congratulations on the initiation and substantial commencement of operations at EDL-T. In discussions with Cheng Jun, Vice General Manager of China Southern Power Grid Yunnan International Company and Chairman of EDL-T, along with Huang Wengang, General Manager of EDL-T, Mr. Tao acquired comprehensive insights into the developmental trajectory, strategic orientation, and principal operational engagements of EDL-T. He articulated that in the 4 years subsequent to the formulation of a strategic cooperation accord between China Datang Corporation and China Southern Power Grid, both entities have collaboratively fostered development. Mr. Tao expressed aspirations that within the strategic cooperation framework established between China Datang and China Southern Power Grid, enterprises of China Datang in Laos and EDL-T would amplify their synergy in plant-grid collaboration, thereby facilitating the advancement of electrical interconnectivity between China and Laos.

During his visit to Bangkok, Thailand, Tao Yunpeng met with Ms. Porntipa, the Vice President of Gulf Energy Development Public Company Limited, a Thai shareholder of Pak Beng Power Co., Ltd. He stated that as leading enterprises in the electric power and energy sectors of China and Thailand, both parties have continuously deepened mutual trust, enhanced friendships, and expanded cooperation, laying a solid foundation for future joint development. Tao expressed his hope that both sides would firmly grasp the epochal opportunities for comprehensive collaboration in all areas of Sino-Thai friendly cooperation, to achieve broader, wider, and deeper levels of cooperation, and to create a model for green and low-carbon development cooperation between the two countries.
Jia Bingjun introduced the recent international business development of the group company, the progress of China Datang Overseas Investment Co., Ltd., its development vision, and the development plans for the next two years. Visit to ICBC Vientiane Branch
During his inspection, Jia Bingjun also accompanied Tao Yunpeng on visits to several financial institutions. On February 27th, they visited the Industrial and Commercial Bank of China (ICBC) Vientiane Branch in Laos. On February 28th and 29th, in Bangkok, Thailand, they visited the Bangkok Bank of Thailand, Export-Import Bank of Thailand, TISCO Bank of Thailand and the Bank of China (Thailand). On March 1st, in Hong Kong, they visited the Hong Kong Branch of China Development Bank, CNIC Corporation Limited and ICBC Aisa, totaling 9 financial institutions. These visits centered around the field of green energy and the implementation of bank-enterprise cooperation, facilitating in-depth and friendly exchanges. They enhanced the understanding and trust between China Datang and each financial institution, laying a solid foundation for further discussions on project cooperation.
